A customer questions the tax on their order, or your accountant flags that collected tax doesn't match what it should be. Either way, the first job is working out which kind of problem you have, because they have very different consequences.
Problem one: checkout is charging the wrong amount. Visible, annoying, and almost always a setting. Tax added on top of prices that already included it. A product that should be taxed marked as non-taxable. A manual override someone set up years ago. These are fixable in an afternoon once you find them.
Problem two: you're not collecting tax where you should be. Invisible at checkout, because nothing errors — Shopify only collects where you've told it to. If you have an obligation in a state or country you haven't registered in, every order there is quietly under-collected, and the liability is yours rather than the customer's.
