Look regional for depth in one discipline. Complex tax and compliance work, a B2B wholesale set-up or a subscription build can justify bringing in a specialist from lower down the page. You can still keep a Romanian agency for build and marketing.

Ask for the team, not the pitch. In a full-service agency, the person who sells the project is rarely the person who builds it. Ask who will write the theme code, who will write the copy and who will run the ads, and get those names into the proposal.

Quote in one currency. A quote in lei and a quote in euros aren't comparable until you convert them on the same day. Ask every shortlisted team to price in the same currency and to say whether VAT is included.

Lei payouts, EU VAT and a Romanian checkout: what to configure

Stores based in Romania get Shopify Payments, with payouts in Romanian leu (RON) or euro. Your expert should confirm that the store currency, the business entity on the account and the payout bank account all match before you take a single order.

VAT deserves the most attention, particularly if Spain, France or other EU countries are on your plan. Romania applies EU VAT. Shopify Tax can work the rates out for a Romanian store; the alternative is Manual Tax, where you set and maintain every rate yourself.

Cross-border consumer sales reported through the One-Stop Shop (Union OSS) need Shopify Tax or Basic Tax underneath. Shopify calculates and collects. It stops short of filing, so the return and the payment stay with your business. Agree who reviews the settings whenever rates or your markets change: your expert, your accountant or you.

For a physical shop or market stand, plan the hardware early. Shopify's own store sells no devices into Romania and points Romanian sellers to outside retailers for compatible POS kit, so check a model with your expert before you buy a card reader.
